In a study that we conducted, med mal cases made up 49 out of 12,723 civil actions in Maryland. This did not include any district court cases, only circuit court, meaning this number, as a percentage, is over reporting. .39% percent. That number would be cut at least in half with district court included. This is completely consistent with your #2 above.
